Hi J.J.

Don't screen magnifiers work on image based files anyways without conversion 
to text?

I mean the issue here in my mind is direct access to public documents for 
blind folks who use screen readers or refreshible Braille programs who 
cannot access at the first instance image based files.

The principle here is the state agency is required to make the accommodation 
up front under the ADA. This is no different than if a state school handed a 
print document to a student and then told the student to get a reader or 
convert the thing herself. And even if one wished to do that we know of all 
the general issues, mistakes, etc. of OCR tools in converting documents. 
Some are just a plain mess.

Regardless, while I will be filing complaints on these systemic issues I do 
thank you for this tool.
