I may have an incomplete picture of what exactly happened, but it seems like 
in general, it would be a great idea to always have any sort of agreement 
like this in writing. If people agree to something over the phone, it is 
left to one person's word against another. If anything is agreed upon, 
especially involving money, an email follow-up should summarize the 
conversation so both sides have it in their records. I wouldn't feel 
comfortable blaming NFB or OUB for this situation without written evidence 
such as this.

Hope this makes sense, and I'm sure it's a lesson learned.
