Yes ... Thanks for posting this. The issue is even worse on the Michigan dot 
gov web site with thousands of documents in image based form.

This has been documented in a major study of the DHS site alone. State ADA 
coordinator knows it. Michigan Protection and Advocacy knows it. Yet, 
nothing has been done but lip service to simpy fixing the problem. By the 
way with Michigan the ADA and Section 504 are at play.
