And how about the fact that they do transition programs for some blind youth 
in a Braille free environment?

You win the prize though Fred in that you figured this all out.

By the way Peckam is also at the heart of the programs that MCB still hasn't 
completed with the RSA monitoring in that they are the third party vendor in 
the Missing Ingham and Eaton ISD corrective action plans.

Additionally I wonder how many sub-minimum wage waivers they have.

Regardless they appear to me to be a  whole lot like the conflicted 
Macom/Oakland MCB "cash match" agreements which benefit ultimately New 
Horizons.

While I'm notopposed per seagainst "shelterred shops" or Able 1 programs I'm 
always very suspicious about them and they need to be under constant 
sscrutiny at a minimum to protect the blind and others with other 
disabilities from exploitation, paternalism, waste, fraud, and abuse. But 
then again sho should all VR programs including those who use them as 
vendors like MCB and MRS.

God help us if they ever took over the BEP program.
