Oh no Fred!  We are surely not to blame!  But it is a good idea to carry the 
dogs ID with you.  But like anything else maybe it was forgotten or 
something.  Sounds like this jerk wouldn't have looked anyway!  Like I said, 
it only takes a minute to see what the dog is being used for!
