Also goes to the fact that the U.S. Department of Education and indeed RSA, it's FOIA office, and OCR itself must be accessible to the blind but is not!

I am blind and image files are not accessable to me. I invoke Section 504 of the Rehabilitation Act of 1973 "auxilliary aids and services" to remit all correspondences related to this request iincluding the attachment herein as either/or Word documents and/or plain text enclosures so that I might independently read these documents with my screen reader.

I also invoke the provisions of Section 508 of the Rehabilitation act of 1973 relative to accessible documents as well eminating from federal governmental agencies.
