Ladies and Gentlemen,

The proposed executive order in many components (not by the way the transfer to DHS) but the proposal to eliminate a consumer driven, independent board with clearly delegated powers violates the Rehab Act pure and simple in that it is a substantial change to the existing (98) state plan and thus before that would happen or could under federal law public hearings must take place.

End of story. Federal law and the bucks that go with it trumps state laws and fiat actions taken by the executive branch of this government.
