Yes it was Gwen McNeal.And it was Barker from the Oakland ISD.

Byut, more importantly is that Ronald Storing the Executive VP of New 
Horizons is also an Oakland ISD Board member and voted to approve this in 
June.

Now what do you want to bet that many of these programs are run through a 
fee for service with New Horizons while Gwen McNeal authorizes them and 
while she sits on New Horizons Board?

Doesn't sound like a conflict of interest to me.
