This is precisely what is not in the authority of any Governor to do under the Michigan Constitution:

"B. The Commission for the Blind, created by MCl 393.352, and the 
Commission Board, created by 1999 AC, R 391.1 et seq., are abolished. "

Only the legislature can reverse an act of the legislature. That is unless we've enterred an unprecedented era of dictatorship here in Michigan.
