It is a gross violation of the Public Hearing and related requirements of 
State Plan development from the get go!

In fact both MRS and MCB boards are supposed to submit reports to the DSA's 
and the agency is required to respond before State Plan submissions!

And that obligation is right in the so=-called draft state plan.

Yet in Orwellian and Catch 22 fashion the Governor and his henchmen have 
retroactively disbanded both the MRC and MCB ...

This goes to but one thing at the core of violations.

The protocols are also onerous, arbitrary and capricious and simply 
dictatorial.

Moreover, not one and I repeat not one of the facilities chosen with the 
possable exception of the Gaylord office complies with long standing program 
access requirements of the ADA and Section 504.

We also know in the public record that even the MCB TC didn't meet its 
alteration requirements of the ADA.

We know now that Bernstein will be suing the State over Cadillac Place's 
violations and that is another public hearing site.

So much for the continued disclaimer herein that "The meeting site is 
accessable!"

This is simply an outragious affront to all PWD's civil rights and to the 
rights of the blind.

Nothing about us without us!
