In addition to Fred's comments, Zimmer also claimed that the final agency decission in BEP and VR cases would be taken by the Director of LARA; and this was accepted without challenge.  Never mind that, in the StatePlan filed without approval by the Commission Board, Mr. Zimmer himself is designated as the person who will take the final Agency Decission in these matters.  Some of us really do pay attention to the details.
