Dear Jackie,

I got a chance to talk to Edward Rodgers,  (LARA) today. I asked him what was the holdup on the program. He said he was waiting for a reply from Perkins School for the Blind. I then told him that the funds come from Rolka Loube Saltzer Associates, Harrisburg, PA and they have all ready dispersed $31,000 to BSBP. He said he was not aware of Rolka Loube Saltzer Associates or the $31,000. I said that I sent him that information some time ago. I said I would resend it.

Since he is waiting for a response from Perkins in respect to the "contract", lets take a closer look at that document (attached). It is claimed that Perkins renegotiated the contract, however, who would submit a legal document on a plain paper without their letterhead? If Perkins renegotiated the contract, why is Perkins name not the first one on the document. If Perkins renegotiated the contract, why is their signature the last one on the contract? Sounds fishy to me!.
