THE DIVISION OF VOCATIONAL REHABILITATION

The role of the Division of Vocational Rehabilitation (DVR) is to assist
people with

disabilities in obtaining and maintaining employment. DVR provides case
management

and coordination for a comprehensive array of services depending on the
needs of

the individual such as vocational assessment, treatment for physical and
mental disabilities

that impede employment, job preparation and training, job placement, job
site analysis

and rehabilitation technology, follow-up services and employment support.

DVR has contracts and agreements with federal, state, county and local
programs and

organizations to expand and enhance services for participants seeking
employment.

DVR is a partner in the state's workforce system through WorkSource, a
network of

One Stop centers in local communities that provide all citizens with help
finding

jobs and job training.

The Director of DVR provides leadership for the development of strategy and
implementation

of the state's vocational rehabilitation program. The individual in this
position

will work to have a positive impact in vocational rehabilitation services
and employment

for individuals with disabilities in Washington State.

The Department of Social and Health Services leadership has a strong desire
for the

department to become a model employer for persons with disabilities. The
successful

candidate will conduct and partner with leadership and managers across the
department

to develop strategies and implement practice changes which result in the
department

being a model employer for persons with disabilities. The Division Director
will

also partner and consult with agencies across state and local government for
the

purpose of employing persons with disabilities

.

STAKEHOLDERS AND PARTNERS

Primary stakeholders of the DVR are the clients who are served and the
public, private

and non-profit sector businesses that employ them. DVR partners with human
services,

workforce development and education partners at the state and local level.
DVR and

the Department of Services for the Blind collaborate with eight federally
funded

Tribal Vocational Rehabilitation Programs to better serve tribal members
with disabilities.

The Washington State Rehabilitation Council and the State Independent Living
Council

directly advise the Director and DVR on issues of importance to individuals
with

disabilities.

Other significant stakeholders are the Washington State Legislature; the
University

of Washington and Western Washington University, both of whom offer
rehabilitation

education contract service providers; state and local government; and
WorkSource,

a network of One Stop centers in local communities that provide all citizens
with

help finding jobs and job training.

 Duties:

PRINCIPLE RESPONSIBILITIES:

Provide leadership for a continued focus demonstrating how DVR is a resource
to the

administration, department and state. Develop strategies within DSHS to
provide outreach

and linkage to employment services for department-served youth with
disabilities.

Develop strategies within the department and eventually all of state
government,

to become a model employer for persons with disabilities.

Assist state and local agencies with employing persons with disabilities.

Provide Leadership to the DVR Senior Leadership Team to identify Division
priorities

and timelines, delegate responsibility and allocate resources.

Provide for consistent outcomes for DVR clients across the state.

Lead the operations of the division with eight direct reports and a staff of
approximately

320 FTEs.

Manage a biennial budget of approximately $115 million in federal and state
funding.

 Qualifications:

REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES:

A Bachelor's degree is required; a Master's degree is preferred.

Broad knowledge of rehabilitation - the process, the legislation, and
current trends

and issues - at the local, state and national levels.

Outstanding communication skills and experience in working with diverse
groups of

clients, peer agencies, partners, service providers and the legislative
process.

Proven ability to motivate, build and sustain morale in a widely dispersed
staff

group is essential as is the ability to lead an organization and its
employees through

continuous change.

Committed to developing and utilizing evidence based practices, with proven
ability

to provide strategic direction and leadership, and will be fully committed
to a diverse

workforce.

Due to unsupervised contact with vulnerable persons, it is DSHS policy for a
background

check to be conducted on the preferred candidate prior to appointment.

 Supplemental Information:

This position serves at the pleasure of the Secretary of the Department of
Social

and Health Services and is exempt from civil service law. The salary range
for the

position is $88,000 to $98,000 annually dependent upon experience and
qualifications.

In addition, there is a full benefit package, including medical and dental
insurance

and retirement.
