Mary Ann and all,

Is it not an indicator that those persons making plans and decisions that
will ultimately impact the lives of blind persons, are out-of-touch with
reality and know absolutely nothing about business operation, business
success, training, and especially lack knowledge and experience in training
blind persons in food service?

We as the blind were previously told the legislature certainly were fed-up
and would not accept Anderson Building location as a BEP trainee and proving
ground, as reported by Ms. Zanger and her closest side-kick Rob Essenberg,
so why now are there plans to make the Anderson building location franchise
a training and proving site?  Is this not inconsistent with previous
justification for closing and not placing a blind vendor at Anderson?  

A better question is was the Bureau lying previously or now about the
alleged statement attributed to the position of the legislature.

Could it be explained away by the fact that the hiring of another high-level
bureaucratic employee, most likely sighted based on BS4BP hiring history,
without knowledge and proven successful business experience, knowledge of
blindness, and knowledge and successful training and placement of blind
persons in food service,  is the solution and a game-changer?  Is it this
combination has 1) Convinced and changed the alleged position of the
legislature position on Anderson not being a trainee and proving ground
site?, and 2) is more bureaucracy really the way to improvement and success
of the vending facility program for the blind?  It surely appears that the
more change there is, the more things stay the same, with sighted
bureaucrats running the lives and futures of blind persons in Michigan; that
is, running the lives and futures of Michigan blind citizens from
work-to-welfare, as Michigan's single largest employer of blind persons is
bureatcratically and systematically given over to the sighted world, all
because of misguided ignorance of blindness, and a lack of knowledge and
confidence of the innate potential of blind persons, when provided the
essential tools of training and support for success.  Even the Auditor
General in the BEP audit acknowledged that reality.  The challenge is the
broken system, and perpetuated by ignorance and incompetence by those
guiding the ship to destruction and loss of human potential, and this exists
from the highest level of government and flowing downward, from the federal
Rehabilitation Services Administration, to the Office of the Governor, the
Legislature, career civil servants, and the courts.  The Business Enterprise
deck chairs are simply being arranged in hope of bring about some sense of
sagety and comfort to those affected by the fate of the ship, and the
captain and staff believe the passengers are incapable of figuring out how
to appropriately and correctly  employ life-supporting measures, while other
staff simply abandone ship,  leaving those on deck to perish, while those
failing to render assistance according to regulation and best practices, are
in pursuit of their own short-term career and intimately personal
self-interests.  The blind can see and feel the plight and destructive
future of the Business Enterprise.

      The Bureau of Services for Blind Persons (BSBP) provides a wide range 
of rehabilitation services to legally blind individuals in order to find 
them employment and to be independent. The Business Assistance, Development 
Program Division is a program designed to prepare legally blind persons to 
operate, manage or own food service facilities.  The food service operations

and training center for business assistance and development program is to be

located at 1st floor, Anderson Office Building in downtown Lansing.  All 
clients in the program will complete a training curriculum at the 
facilities.  The operation will have two functions - provide quality food 
service to the general public and employees within the Anderson Building and

the State Capitol Building and to provide an on-the-job training opportunity

for clients of the BSBP.
