Dear James,

You seem to be having some difficulty understanding how the Rehabilitation
process works logistically.  Everyone else on the list please realize that
I am only trying to explain the legal process and how it works,  Please
forgive me if I make any errors and just correct them.  I do not mean any
of this to be an opinion, just what I understand.

If a person who is legally blind in the state of Michigan is interested in
employment and capable of employmen AND they have a substantial impediment
to employment that is caused by their vision loss,t than they have a right
to seek out services through the Beaureau.  The process would be for a
client to set up a meeting with a counselor, go through the application
process and be deemed eligible .

After eligibility is established then a client would sit down with the
counselor and develop their Individual Plan for employment. or an IPE.
Vocational goal is the client's choice but a counselor would assist the
client to make sure the vocational goal is a good choice for the individual
client.

Certain services would be included in a plan such as tuition for a
vocational program, assistance with job search, assistive technology etc
but services would only be provided if they fit into the vocational goal.
So, for instance, if I wanted to be a chef and my counselor and I decide
that is a good choice then my plan could include a culinary arts training
program, appropriate tools for the training program etc...it would not
include something like a home phone line because I don' tneed that to be a
chef.

In addition if I were already gainfully employed, or had my own business
then I would not really need services because I have already met a
vocational goal.

There is no dollar amount alotted toward an individual specifically because
they are blind, it is all dependent upon the specified plan and that plan
is signed by both the client and the counselor.  Once that plan has been
developed then the bureau would need to provide services IF the client is
upholding their side of the agreement with things like maintaining contact,
showing up to meetings, making progress on the plan etc...

Hope this all makes sense.  Being Blind or visually impaired doesn't really
entitle a person to services in any state.
