Truly more BS4BP.

Don't get me going on the "maximum" services provided to we older, over 55,
blind persons, dumped into that program automatically at age 55 by the
vocational rehabilitation program, like an old mare put out to pasture to
finish out life  And then told $1500 was not available to adequately train a
newly blind person in the use of a computer screen reader program.  I
suppose this is how the bureau is still more "proficient" than the former
Commissioner structure at providing services to older blind.  Perhaps I
should also change my name, so I can become more "proficient" at receiving
services from the agency serving the needs of blind persons.  Perhaps a name
change will also get me a J O B within the agency.  Oh yeah, they only hire
a certain type of blind person, and my ethics and morals don't go that low.

1.7 Independent Living Services for Individuals who are Older Blind - 34 CFR
364.28

 

Describe how the DSU seeks to incorporate into, and describe in, the State
plan any new methods or approaches for the provision of IL services to older
individuals who are blind that are developed under the Older Individuals who
are Blind program and that the DSU determines to be effective.

 

The Independent Living Services Program for individuals who are 55 years of
age or older and blind, or visually impaired is administered by BSBP thru
Blind Field Services and Independent Living teachers, a specialized unit of
the DSU.

 

The Older Blind program is referred to as the Older Individuals who are
Blind Program (OIB).  Services are available statewide through BSBP with
individualized or specialized services made available through a fee for
services agreements.  

 

BSBP staff is responsible for the majority of case processing functions
related to service provision for eligible consumers.  BSBP staff ensure
maximum service availability for eligible individual's provision for
eligible consumers thru local partnerships.  Independent Living Services
(ILS) are provided both in-home as well as in the community.

 

Independent Living Services training is available through individualized
plans for independence.  Blindness and low-vision techniques are taught.
Assistive technology and equipment may be loaned or purchased to consumers
for use in their home and/or community.

 

For those individuals seeking assistance with low-vision or blindness skills
training but do not meet federal eligibility, appropriate referrals will be
made to Centers for Independent Living and/or other community resources.

 

 Due to limited availability of funds for OIB services consumers,
stakeholders and advocates  will convene with the DSU and SILC and in
partnership with the Blind Advisory Committee and the CIL Network to gather
input and recommendations for the future of OIB focusing on the most
efficient and effective use of OIB funds to serve consumers statewide
