Mark,

   I would have to disagree that the scholarship committee is a standing 
committee.  Such a committtee is designated when it is deemed approbriate by 
the president.  It is not always formed and scholarships are not always 
awarded.  Another committtee that was not mentioned is the committtee for 
the John Mullin award and perhaps other recognition awards that don't come 
to mind right now.   Standing committees should be outlined in the by laws. 
It is my understanding that if not in the by laws, they are not standing, 
but formed at the pleasure of the president.
