Going in to this further it again mentions "the franchise". What franchise?

This is simply another run through of the same position posted last year 
which blew up when the Tim Hortons fiasco blew up on the agency.

By the way I think this is one of two level twelve positions here and not 
just one.

It is very murky but there really needs to be an investigation of all the 
shenigans and all of the groos misappropriation of federal and state 
taxpayer dollars.
