5pm This position carries out a range of professional rehabilitation 
counseling services, including vocational guidance, physical
restoration, training and community based employment to citizens who are 
blind/visually impaired, provides information to
community resources and general public regarding vocational rehabilitation 
services within assigned geographic or
program area. This position carries a full caseload that varies from about 
80-100 consumers in multiple counties in
Southwestern Michigan. This position works with vision impaired consumers in 
the VR Program providing a wide range of
VR services to assist those consumers in finding employment and becoming 
more independent. The Vocational
Rehabilitation Counselor works with employers to assist in job development 
and placement for BSBP consumers.

General Summary: Percentage: 60
Serves clients who are blind and visually impaired to facilitate vocational 
rehabilitation employment outcome. Providing case
management services to consumers throughout the Vocational Rehabilitation 
process.
Individual tasks related to the duty:
Tasks might include the following and others:
. Gather pertinent educational, social, medical, psychological, and 
vocational data relative to the client; determines client's needs and 
eligibility for
rehabilitation services.
. Arrange for diagnostic evaluations and services.
. Determine vocational objective and develops Individualized IPE vocational 
rehabilitation plan with client.
. Provide vocational counseling and guidance, and ensures that client is 
ready for employment when referred for placement.
. Coordinate community placement services and may authorize expenditures to 
help client reach vocational objective.
. Provide job development services for employment-ready clients, including 
job-seeking skills training and developing job leads.
. Assist in development of community resources for individuals with 
disabilities.
. Enter reports and other correspondence into the computerized data tracking 
system.
. Work with consumers with severe multiple disabilities which require 
complex accommodations and coordinate services for these consumers with
other agencies that will provide additional support.
. Provide transition services to high school youth who are legally blind and 
coordinate transition efforts with the local schools and ISDs.
. Provide post-employment services necessary to maintain suitable employment 
for clients.
. Perform related work as assigned. Assigned to cover geographical areas in 
Kalamazoo, to include all counties assigned to those offices. Duty 2

Assist consumers in finding employment and develop job opportunities.
Individual tasks related to the duty:
. Assists individuals in gaining the necessary skills to seek and find 
employment.
. Partners with Michigan Works offices to provide assistance to BSBP 
consumers.
. Provides direct job placement and development services to consumers.
. Networks with community employers and entities to secure employment 
opportunities for BSBP consumers.
. Seeks and secures job placement assistance from community partners and 
internal employment specialists as appropriate.
. Places consumers in supported employment settings. Duty 3
General Summary: Percentage: 10
Develop and maintain relationships with community rehabilitation partners, 
medical providers, optometrists, ophthalmologists,
school personnel and other resources to assist in the provision of VR 
services for visually impaired consumers.
Individual tasks related to the duty:
. Coordinates community services and authorizes expenditures to help 
consumers reach vocational goal.
. Coordinates with school staff including Teacher Consultants for the 
Visually Impaired and Transition Coordinators to coordinate transition 
services.
. Works with Regional Manager to identify opportunities for additional 
programs and trainings that would benefit BSBP consumers. Duty 4
General Summary: Percentage: 10
Develop community resources and referral sources. Provide information about 
the Bureau of Services for Blind Persons
services to assist the community and employers.
Individual tasks related to the duty:
. Develop community referral sources.
. Enhance public knowledge of BSBP services through presentations and 
community outreach.
. Attend meetings and trainings in the community.
. Actively participate in local job fairs. Duty 5
General Summary: Percentage: 5
Conducts analytical and developmental tasks surrounding the provision of 
rehabilitation services and other duties as

. Analyzes client population to be served.
. Develops budgetary community resources needed to place clients in 
community employment.
. Sets specific work objectives in accordance with regional, and agency 
goals.
Assist in development of community resources resulting from the referral of 
persons with disabilities for placement within the community. Determine 
eligibility for services and determine a community analysis of the client's 
vocational goal. Review the services
required by the IPE and how these services are to be provided. Authorize the 
cost of services for which the agency is
responsible. Determine that services were appropriately provided prior to 
payment of the bill. Decide if the client is
appropriately employed prior to closing case.

individuals, if deemed necessary by Manager.

occasional walking. Work in multiple counties,

position. EDUCATION:
Possession of a master's degree with a major in rehabilitation counseling, 
guidance and counseling Possession of a master's
degree with a major in counseling, rehabilitation counseling, or a 
counseling-related field such as psychology, social work, or
special education, or a related counseling degree as indicated by the 
Commission on Rehabilitation Counseling Certification
educational standards.
EXPERIENCE:
9 Level: No specific type or amount is required.
10 Level: One year of professional experience providing rehabilitation 
counseling services equivalent to a Rehabilitation
Counselor 9.
11 Level: Two years of professional experience providing rehabilitation 
counseling services equivalent to a Rehabilitation
Counselor, including one year equivalent to a Rehabilitation Counselor 10; 
or three years of professional experience
providing rehabilitation services coordination equivalent to a 
Rehabilitation Services Coordinator, including one year
equivalent to a Rehabilitation Services Coordinator P11.
