All,
For people with communications disabilities including blindness customers are supposed to be communicated with appropriate modes of communications throughout the entire VR process under Title I of the Rehabilitation Act (let alone under the ADA and Section 504). I cite the following from the Title I (VR regulations:

“ (5) Appropriate modes of communication means specialized aids and
supports that enable an individual with a disability to comprehend and
respond to information that is being communicated. Appropriate modes of
communication include, but are not limited to, the use of interpreters,
open and closed captioned videos, specialized telecommunications
services and audio recordings, Brailled and large print materials,
materials in electronic formats, augmentative communication devices,
graphic presentations, and simple language materials.

Yet I’ve had to fight for an accessable VR application and no one and I repeat no one who is blind in this state gets everything related to her or his case in the most effective format, based upon primary consideration, and that even goes to IPEs, notice of CAP rights, etc.
Man, I don’t know how clear it is that BSBP must be fully accessable to people who are blind as does for that matter MRS and all other VR entities every step of the way.
