I don't mean to sound cold, no pun intended, but it sounds like you
are being treated as badly as anyone else in the building.  This is
not a blindness issue.  If there is a super, or overseeer, or
maintenance person, or other representative that lives in the
building, go knock on their door and ask.  Talk to your
neighbors,.  Contact  whoever owns and/or runs the building.
