We know you are concerned about accessibility for Michigan's blind citizens. You may not know that your e-mail messages are in 8 or 10 point font. The acceptable standard for visually impaired persons (including many B S B P staff) is Arial 14 point.

Could you please cite for me in the promulgated rules or in Public Act 260 or in Randolph Shepard or in the Rehabilitation Act of 1973 or in any law or citation or rule of any sort just how a VR funded agency can have the so-called "joint BADP/temporary operator" facility as you dictate, or rather suggest here?Moreover, you and the agency and indeed LARA are accountable for federal and other public funds. So for you to blithely suggest to this citizen that you will not afford complete accountability, or to charge me for that sort of "privilege" through "handling this as a usual FOIA request" which is always tantamount to governmental extortion to and for asking for a simple contract and accounting for expenditure of federal funds is corrupt in the first instance and is simply a cover-up for corrupted practices and the wast, fraud and abuse of your agency and your person.
I learned a long time ago in the school of hard knocks that government actors who hide basic information indeed have something to hide.
In this case you and your handlers are hiding right out in the open massive misappropriations of taxpayers funds.
Now, Ms. Zanger since we do not live at the present in the Soviet Union I ask you once again to answer some straight questions with straight answers here.
Simply supply the contract with the sighted, non-disabled lady here and in accessible format and in a timely manner without surcharge.

Ms. Cathy Petrilli is the temporary operator at the Anderson Office Building, Cora's Café facility. And your assumption is correct, a payment in the amount of $2250 was issued to Ms. Petrilli for initial inventory for this joint B E P and B A D P training facility.
With the exception of B A D P employees Mr. Rob Essenberg and Ms. Amanda Newman, the remaining employees were hired by Ms. Petrilli as the temporary operator. Consequently, the Bureau is not in possession of the names, salaries and positions of Ms. Petrilli's employees. Also, a blind student is currently being trained at this B A D P training facility for blind persons.
Your request for the temporary operator agreement is a FOIA request and will be treated as such.

Dear Mr. Rodgers and Mr. Zimmer,
I am writing today to inquire about the vendor payment to one Cathy Petrilli from the DTMB web site (note after my signature line for your convenience). I assume this payment was made for initial stock and inventory at the new "Cora's Café) which is supposed to be a mandated facility for a blind BEP operator under Public Act 260. I assume that Ms. Petrilli is the so-called temporary operator that Ms. Constance Zanger alluded to in her rather vague (no names) response to basic information about this facility sent to me recently.
Regardless I am again requesting from you all the temporary operator agreement for this BEP location with its terms and conditions.
Moreover, I am compelled to point out that Ms. Petrilli is sighted and has a history of violating program rules in the past. (Not that that makes a difference to BSBP as it has done so over and over again along with stark and chronic violations of the Rehabilitation Act of 1973 and Public Act 260.)
Moreover, I am again requesting the names, salaries and positions of just who in the heck is working at "Cora's Café". Finally, as Mr. Rodgers himself stated in a recent press story the he thought, "four of the seven employees were blind" I wish to have those blind employees identified for the record.
You may simply respond via conventional e-mail to this request.
