Joe, 

The copy I received from the national office was the most recent constitution they have on file. If someone has a more updated copy I believe the board should forward it to the national office.

When was this copy actually dated?

I think this must be a veryold copy and updates are not in here including 
clearly delineating the policy making role of the convention assembled and 
clearly delineating the role of the board, powers and duties in conformance 
with the National Convention.
