This is food for those among us who are rehabilitation geeks and public
administration and intergovernmental management junkies.

It has to do with the changes of 2014 in the Rehabilitation Act.

 In my opinion, the best and greatest change is the focus on youth
transition

 services.

Presentation on WIOA NPRM for the State VR and SE programs, and new section
511

Dear Colleagues:

On behalf of the Rehabilitation Services Administration--

Presentation on WIOA NPRM for the State Vocational Rehabilitation Services
and State Supported Employment Services programs, and provisions contained
in
new section 511

RSA has developed
a presentation on a notice of proposed rulemaking (NPRM)
that was published in the
Federal Register
 on April 16, 2015,
which would implement statutory changes made by the Workforce Innovation and
Opportunity Act (WIOA) to the State Vocational Rehabilitation (VR) Services
and the State Supported Employment (SE) Services programs, and provisions
contained in the new section 511 (Limitations on the Use of Subminimum Wage)
that fall under the purview of the Secretary.

The presentation addresses the following information:
List of 5 items
. a description of the five NPRMs related to WIOA;
. the structure of a NPRM;
. how to comment on a NPRM;
. opportunities to comment through public meetings on the NPRM for VR, SE,
and new section 511; and
. proposed changes in the NPRM for VR, SE, and new section 511.
list end
