JOB SUMMARY:
 About the Agency This position is located within the Vocational Rehabilitation (VR) Program and Technical Assistance (TA) Units, in the State Monitoring and Program Improvement Division (SMPID), Rehabilitation Services Administration (RSA), Office of Special Education and Rehabilitative Services (OSERS). SMPID is responsible for the review and approval of State Plans, monitoring, and the provision of technical assistance to five of RSA’s formula grant programs established under the Rehabilitation Act of 1973, as amended (Rehabilitation Act), including the:

VR Services program; Supported Employment (SE) Services program;Client Assistance Program (CAP);Protection and Advocacy of Individual Rights (PAIR) program; Independent Living Services for Older Individuals Who Are Blind (OIB) program.

 Through the administration of these grants, SMPID ensures consistency with federal requirements and the provision of services designed to improve the employment and self-sufficiency of individuals with disabilities, including youth with disabilities.

   - Travel is required to conduct onsite monitoring/technical assistance visits.

DUTIES:
Back to topThe incumbent in the capacity as an agency expert for the Division assures that assigned State VR agencies and other grantees operate in conformity and compliance with applicable federal laws, regulations and policies related to the Rehabilitation Act, the Workforce Innovation and Opportunity Act (WIOA), and the Randolph-Sheppard Act. In that role, the incumbent recognizes and supports the development of innovative approaches used by State agencies and other formula grantees; develops and interprets new regulations and advises State agencies on their compliance efforts; develops and presents training for State agencies on new program requirements and regulations; stimulates cooperative efforts of State agencies involved in rehabilitation and employment programs; and promotes partnerships with other federal and State agencies as well as private organizations.

The incumbent serves on State teams and national policy workgroups to develop national program policies and guidelines and plays a major role in the identification of goals and objectives, issue development, and evaluation in particular area of expertise; identifies areas of policy deficiency or conflict; serves on peer review panels for selection of projects related to legislation for programs for individuals with disabilities; and prepares policy papers, as required, for use by national leadership.

Back to topGS-13 - 52 weeks of specialized experience, that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level. Examples of specialized experience include work with managing the VR process, improving program performance or administering the VR program in compliance with programs authorized by the Rehabilitation Act of 1973, obtained through work with a State vocational rehabilitation agency, a Client Assistance Program or protection and advocacy system, or participation on a State Rehabilitation Council.

Your application will be evaluated based on your ability to demonstrate the following knowledge, skills, and abilities/competencies (KSAs):1)Advanced knowledge of federal and State vocational rehabilitation and employment statutes, including the Rehabilitation Act, WIOA and Randolph-Sheppard Act, since all public rehabilitation programs to which the incumbent is assigned derive from this body of law; advanced knowledge of and the ability to interpret related federal regulations, as these regulations form the basis for the development of sub-regulatory guidance and the provision of technical assistance to grantees. 2) Ability to communicate complex information from multiple sources orally and in writing, through cohesive, concise, and accurate presentations using well-organized and grammatically correct materials tailored to the audience needs, and technology, as appropriate, in a professional, confident, clear and engaging manner. 3) Comprehensive knowledge of mediation skills and techniques that can be used to achieve satisfactory resolution to disagreements, applicability and/or conflicting interpretations of the Rehabilitation Act and other federal laws and regulations which pertain to the rehabilitation and employment needs of people with disabilities. 4) Advanced knowledge of evaluation techniques and methods of compliance monitoring, in order to assess and evaluate the quality and effectiveness of State VR agency and other grantee performance, and to assist with corrective actions and program improvements within the scope of federal requirements. 5) Ability to function independently in a multi-task environment and as a member of a functional unit and State team simultaneously, demonstrating leadership and flexibility when addressing complex and changing assignments, while working in a collaborative and supportive manner with other unit and State team members; the ability, whether working independently or in teams, to deliver timely and high-quality products consistent with statutory, regulatory and policy interpretation.
