Mr. Glime was a highly-partially sighted legally blind person, and was not
in the habit of using a white cane.

What I find interesting about this is that there is no mention of whether or
not he was using a cane it seems to me that one of the first things that a
policeman would want to know is whether or not the individual had a cane
with him because if indeed he did have a cane and the driver would be at
