Just what I thought (see attached ET minutes for our Statewide Rehab Council). They don’t have a clue relative to the employment first executive order that was put together in part by one of its members, Mitch Tomlinson of Peckham. They don’t know how to facilitate this beastly abomination which isn’t employment first in the first place, but simply a classic case of putting lipstick on a pig and attempting to make it the prom queen.

Oh, and they want an agency represented, not an actual person with IDD! Typical.

 

No consumer input let alone control here and no accountability either!

 

It’s a sick and pathetic joke like everything the Snyder Administration has done in this state.

MINUTES

 

Advisory Executive Team (ET) Meeting

Tuesday December 8, 2015, at 12:00 p.m. via teleconference 

 

Members Present:  Carol Bergquist, Caryn Pack Ivey, Anne Riddering, Brian Sabourin (Chair).

Members Excused:  Michael Poyma.

Staff Present:  Marlene Malloy, Shori Teeple.

 

1.  The meeting was called to order by Chairperson B. Sabourin at 12:10 p.m.  

 

2.  The draft agenda was approved through consensus.

 

3.  The draft minutes (09.08.15, 09.28.15, 10.07.15) were approved through consensus.

 

4.  Daily Business Operations (DBO)

Members reviewed a DBO written report and had discussion about some items that require follow-up.  The report included updates about financial operations, FY 2015-2016 budgets, annual report, designated state unit (DSU) state plans, appointments, and the holiday office schedule.  Staff was directed to draft an email on behalf of the ET to Michigan Rehabilitation Services (MRS) requesting that the remaining 6 months of the FY 2016 budget be confirmed and facilitated so that funding is in place by March 2016 for the remainder of the year.

 

Regarding appointments, it was noted that 5 members will have appointments expiring on December 31, 2015.  Staff was directed to draft an email to the Governor’s Appointments Office with a request that one of the vacancies be filled by a person who is blind.  With the Council’s new responsibility for oversight of Employment First in Michigan, it also suggested that it would be helpful for the Council to have a new member who represents service providers to individuals with intellectual and developmental disabilities.

 

5.  Business Meeting Follow-up

Discussion took place about the November 17th business meeting and how some changes to the agenda and format may be in order.  It was proposed that business meetings take place from 10:30 a.m. – 1:30 p.m., with Council Member training opportunities to follow for members and DSU staff who attend the meeting in-person.

 

6.  Bylaws Update  

As updates proceed for the bylaws, a recommendation was made for the Public Comment policy to be reviewed and updated.  Staff will connect with C. Bergquist and A. Riddering in the next few weeks to finish bylaw updates.

 

7.  Executive Order (EO) 2015-15 

Members reviewed the new EO that has named the MCRS, as the state rehabilitation council, to have oversight of implementation of Employment First in Michigan.  Implementation refers to ‘state departments and agencies that provide services and support to persons with disabilities, and all state departments and agencies that provide employment, economic development, or other related services shall collaborate and coordinate efforts to ensure that state programs, policies, procedures, and funding support competitive employment within an integrated setting as the first priority and optimal outcome for persons with disabilities’.  It was also noted that the EO referenced for the MCRS is incorrect (2012-15); it should reflect 2012-10.  This error has been brought to the attention of the Governor’s Office.

 

Concerns for some of the language were expressed, along with questions of whether or not there will be resources available to the Council for managing the new responsibility.  

 

Next steps were discussed.  Staff was directed to draft a letter on behalf of the ET to Lt. Governor Calley offering comments regarding the EO context and request for more information about the expectations of the Council with regard to ‘oversight’ of implementation of the EO.  Once finalized by the ET, the Council will be informed that the letter will be sent to the Governor’s Office for a response.

 

8.  Next Meeting

 

The ET will meet next on Friday December 18th for a full-day retreat, which will take place from 9:30 a.m. – 3:30 p.m. at the MCRS Office in Lansing.

 

9.  Other Business

There was no other business for discussion.

 

10.  Adjournment

The meeting was adjourned at 12:50 p.m.
