Take a look at the National Center for Special Education in Charter Schools at www.ncsecs.org<http://www.ncsecs.org>. In their newsletters and policy focus, they seem to advocate well for kids with disabilities. Don't know how this may trickle down to individual schools or students who are blind, but you can get some info here.  Lydia
