Normally, if you send the letter to where you send in your  Absentee Ballots. The letter will be sent up to the head election  official in your precinct. (Also known as your area where you have your elections at.) Then, sent to the City Hall
Election Official. Once, notice of the broken Machine is provided. It's the job of the city to fix before the next election. Often, the devices are not fixed unless a voter notifies someone informing them of the problem.

If the letter gets no reply. Ask to speak directly with the City Hall  person who is in charge of elections. 

Michigan, provides a Voter Information Center. That allows you to see voting Information for year area.

 This website uses HTTPS and is provided by the Secretary of State (also shortened SOS). Web apps, is the online application used on the state of Michigan domain.

You may search voter information by name or drivers license number. (That includes state ids.)   https://webapps.sos.state.mi.us/MVIC/
