Yes, this occasionally happens unfortunately. I have been pretty lucky
lately. One technique I have heard of: when you go to the post office or
interact with the mail person perhaps you should show them an example of
what is in the package. this helps them understand about braille and the
free matter stamp. A stamp from NFB is very helpful also. aAlso,  some
people have explained to the mail person, "I am a volunteer with nfb or a
volunteer with nfbnewsline, the talking newspaper and I am mailing out
their subscription information or I am mailing them information about
how... I think one volunteer who used to mail a bunch of us old time radio
tapes would give the mail person a cassette tape or so. The bad experience
I had several years ago: I mailed a hard copy braille copy of the  Book of
Mormons to the B p s b p  training center in Kalamazoo. Christine Boone
said they never got the book. This is sad. Just my two cents. Hope you
have  better luch in the future.
