  The president pro tem of the Senate said that this was going nowhere in
that
  body.  This is his intent, but the battle is never over until it's over.
I
  believe there will be a vote by the Missouri House of Representatives
before
  they leave on Thursday for spring break.  I do not have a feel for what
the
  vote count will be, but as the legislation now stands, it would divert the
  $28 million to higher education.  Someone may amend the bill on the floor;
  the entire bill may fail because of this provision.  Who can say?  It may
be
  that members of the Missouri Council of the blind have a better feel after
  visiting the legislature today.  When we had our visit, an up or down vote
  on that particular amendment would have failed if for no other reason than
  the sneaky way in which it was introduced and the failure to explain it.
  Whether the sour taste that was generated from this episode is enough to
  sway some votes I don't know.

  The secret to success, if it can be had, is for us to keep working hard to
  explain why these provisions exist, the blind Missourians who depend on
  them, and the devastation that will occur in many lives if they are
  precipitously withdrawn.

    JEFFERSON CITY, Mo. - Gov. Jay Nixon today issued the following
statement
    regarding his meeting with leaders from the Missouri Council of the
Blind
    and the National Federation of the Blind:

     

    "For decades, Missouri has protected our efficient program to provide
  health
    care for the blind.  This program is carefully focused to help blind
    Missourians with the greatest need, and it is a lifeline for thousands
of
    people.  This afternoon, I met with leaders from the Missouri Council of
  the
    Blind and the National Federation of the Blind to discuss how we can
    continue to work together to safeguard this efficient and vital program
at
    its historic full funding level.  As Governor, I will continue to make
the
    tough choices needed to balance our budget and hold the line on taxes.
  But
    cutting health care for the blind simply isn't an option."
