The Governor suggests that neither funding proposal represents real money at
this point.

The $6 million is actually only $2 million that was restored in the house
appropriations committee.
The other $4 .2 million would come from a tax on supplies that newspapers
buy in manufacturing their papers. There is absolutely no guarantee that
this tax will pass as it has just made it through it's first committee vote.

The bill was introduced after the Post-Dispatch was the first to report on
the medical cuts to blind people.

I notice that some of our discussion has focused on whether there should be
a blind pension and on who should qualify for it. The topics are interesting
but are not what we're addressing here. Our energy must be on preserving the
benefit unless we're comfortable letting it go. If, at some other time, we
want to focus on the why of a blind pension, the reason for pressing for
changes to the SSDI program, and other topics about government assistance,
that's fine, but let's make sure we are focused on the issue before us--that
we see where the wings meet the body.
