hi,

i really don't think most don't have to worry about the premium as ssdi plus disability is typically less than 2,500 per month for an individual.

  Here is the normal scoop.
  when the house and Senate pass different budgets like they do every year 
  each body appoints  five members to a conference for all 13 budget bills. 
  This committee irons out the differences. In 2011 this took 5 minutes. This 
  year it took 5 days.
  The agreed upon final version goes back to both houses and is voted  yes or 
  no without debate and the budget is done. Fred is right that the conference 
  committee does  not technically have the power to make the final decision 
  but the reality is that it is a done deal once they finish their work. It 
  has been rare that leadership has allowed any changes after  conference 
  meets because the entire conference process would start over.
  As for the premium amounts they would be set by the Family Support Division 
  following provisions in the language of HB 2011.  It seems  that there may 
  be a tiered system  where persons with less income would pay less and those 
  closer to the maximum would pay more.

  Brian, I've been told that this committee constitutionally is not entitled
  to make a decision with regard to causing blind folks to pay a premium. It
  remains to be seen whether or not this is true or not, but based on my
  information I would think that any changes would still need to go through
  the legislature.
