Yes, that's correct; that is current thinking. This process is far from
over, though, so it is possible that the bill will be amended on the floor
of the House. Republicans, however, have repeatedly defeated amendments
having to do with the expansion of Medicaid in Missouri.

Furthermore, Governor Nixon has stated that he cannot support HB 700 in its
current form, but is open to alternatives.

Hi, Cory. Help me understand this. HB 700 as it exists cannot be implemented
unless there is a waiver and there will be no waiver?
