Cory,
The information you sent was very interesting to say the least. From the 
Professor’s  paper it seems as if the legislaturre may be playing game with 
Medicaid promising to expand it while knowing full well it will never get 
federal government approval. I hope he is right in that this would mean the 
BP  clause would not take effect. Correct me if I read that part wrong.
