You are correct, Randy.  But that does not just go for individual NFB
chapters.  That goes for all organizational meetings.   And Conventions,
too.  We should remind guests not to take over meetings.  They can ask
questions.  They may want to join on the spot.  But they may not disrupt
proceeedings.
