Please note that HB 1278 is indeed Rep. English's bill. I'll try to arrange
a meeting with him this week to discuss it to get more information.

So at the risk of asking a dumb question is HB 1278 Rep English's bill or
will he be submitting another bill as well along with whoever is submitting
