Dear Mr. Wunder,

Thank you for contacting me regarding federal wage standards.  I appreciate
hearing from you, and I welcome the opportunity to respond.

As you are aware, Representative Gregg Harper of Mississippi has introduced
H.R. 831 in the House of Representatives.  This bill, if enacted, would
gradually eliminate special wage certificates that allow employers to hire
individuals with disabilities at a wage rate below the federal minimum wage.
Existing certificates would eventually be revoked after an adjustment
period, and no new certificates could be issued.

Individuals with disabilities deserve an equal chance for education,
employment, and a fulfilling life.  We cannot tolerate discrimination
against people with disabilities, and we must, at the same time, work to
expand employment opportunities for this important community of Americans.
H.R. 831 has been referred to the Committee on the Education and the
Workforce in the House of Representatives, where it awaits further
consideration.  Should this legislation come before the Senate for
consideration, I will be sure to keep your views in mind.
