[Nfbmo] Update from Social Services

Patrick Lubering says that Social Services will do what they can to see that
the cuts we heard were coming for RSB will be mitigated by moving other
funds, preserving the federal match, and trying to restore what was cut from
general revenue. The governor cannot do this, but there is some latitude
within the Department of Social Services.
