[Nfbmo] Kevin Faust appointed new RSB Director

[Gary Wunder]

Kevin Faust as no longer the acting but the permanent director for RSB. I
also understand that our calls were successful in keeping the cuts from
affecting federal funding, though there will be a cut of about $150,000. As
bad as that is, it is better than $750,000.
