David,
There is a provision in the Federal Labor Standards Act referred to as
section 14(c) that allows employers of disabled workers to apply for a
certificate that exempts them from paying their workers the full current
minimum wage. We've been trying to get this provision eliminated from the Act
for years now.
In short, the practice is quite legal, but has long since become
obsolete.
Here's a link to a fuller explanation from the NFB website:

Here is a partial list of those we can contact. It begins with a website
that takes you to individual aldermen.

Warmly,

Gary

In short, St. Louis City passed a minimum wage ordinance.

Typically, as you may know, these local min wage ordinances explicitly
state
that workshops (those with 14(c) certificates) are exempt.

In St. Louis, advocates with disabilities worked hard to get that exemption
removed. The 4 workshops in StL are pretty incensed and have pushed them
hard to reconsider.

We do not want the exemption added back in so are reaching out to those
organizations locally, statewide and nationally who have a record of
advocacy against sub-minimum wage to ask if they would consider weighing in
with the Aldermen in St. Louis City.

They will re-consider this provision of the bill on September 11th. Here's
an early story on the issue:
