[Nfbmo] Preliminary Convention Proposal

The no heating of food in hospitality is a hotel policy as they have 
liability and fire hazard concerns. The only exception would be if the 
hospitality room had a microwave in the room as was the case in Columbia.

I think this beginning proposal is a good step. I like how things are 
staggered. My only question is, why no meals that require heating? Is that 
hotels requirement or something that we decided on? Just wondering. Thank 
you guys for all the hard work you have done and will continue to do. It is 
much appreciated,
