Not once does this resolution talk about fair wages, representation of
employees, and the way in which sheltered workshop production can be
negatively affected by trading activities or recreational activities that
get in the way of a full production day. We certainly should watch this.

Hello Everyone,

Below is the link to the PDF document with the bill text for House
Concurrent Resolution (HCR) 123.  This resolution seeks to build a consensus
of the legislators to support the current industrial model of the sheltered
workshop system.  It seeks to build a support system for the workshops
claiming that they provide meaningful, community based employment.  I
personally think that this is a move to try to get around provisions within
WIOA which do not allow workshops to be used as a place of work training for
youth in the midst of transition.  Although this resolution seems to be
spinning its wheels and has only made it to second reading without being
assigned to committee, it is concerning to me that this kind of propaganda
is hanging out there.
