If we are skeptical about getting the forms in then nothing is certain. By 
sending the application with return reciept requested all you have proven is

that some piece of mail was sent to FSD. They could claim that they have no 
way of knowing  whether it was an application or some other form.
This is why I suggested taking the form to a local office and having them 
date stamp the front page and making a photocopy of the front page as that 
proves the local office got it. It also reserves your application date 
earlier which could make about a $24  per day difference in any back pay.
The final possibility is to do both; which I did when FSD was going through 
the worst of their troubles. You make a photocopy of the form and mail it to

Warrenton and turn the original in at your local office. I think this is a 
bit extreme though.
The bottom line is either should work fine.

Dennis is correct, you will avoid problems if you pay extra for
certified/signature required mail.

In my opinion you are much better off sending your application directly to
the Warrenton office and if possible send it via certified mail.
