You can use the automated service by phone and not be charged. This is what 
I was told when I called.  They only charge the fee if you talk to a person 
to pay your bill.

To All,
I just found out that: AT&T as of September 1st 2016 they will no longer 
wave the $5.00 fee to talk to a person and make your payments. You will be 
charged the $5.00 fee every month in addition to your monthly bill. That is 
NOT reasonable acommadations <ADA Title III>.
AT&T complaint number is. Ask for the president:
