Here is what I would do:
Make the reservation using your card, they will check to see if the card is
legitimate  but not charge or put a hold until you check-in. 
Pay cash when you check-in for how many nights you will be staying. The
hotel at that time will then put a security hold  on your card  to cover any
potential damages you do to the room for usually 3 business days but not
charge your card. I do not know the amount of the hold.
You can also request when you check-in that no incidental charges be allowed
on your room like restaurant and gift shop; most hotels will do this,

When making my Hotel reservation I will use my credit card; when it comes to
paying for the room upon check out if I were to pay in cash could the hotel
upon checking in still submit a charge to my card for a higher amount which
they useually do.

The deadline for making hotel reservations for state convention is March 12
but I would not wait that long as the hotel is full except for our group as
the statewide high school Skills USA competition is being held there that
weekend. You can cancel your reservation up until the day before without
penalty. Call the Capitol Plaza at 573-635-1234 as soon as possible.
