Hello David. I'll give you my two cents worth. The Americans with 
Disabilities Act has been around almost 3 decades. It has been incorporated 
into many building codes. Businesses should already know about it, and my 
ability to use the goods and services they provide should not be contingent 
on my first discovering that they are not accessible, then being required to 
write them to tell them of this discovery, then waiting for sixty days for 
them to decide what they are going to do, and then waiting another 120 days 
to see what accommodations they choose to make. What other law says that 
it's okay if you break it until you are told you are breaking it, then you 
get to think about it a while, and then you get to start on complying?

I think this is not the way the law treats what it considers first-class 
citizens. If I find a violation, I am going to start by talking with the 
violator, and I am going to make a good-faith effort to help them come into 
compliance. I am not going to start with a lawsuit, but I am likely not 
going to write them a formal letter. I am in better shape to do that than 
many people who may encounter discrimination under the ADA. But I don't 
think it should be my job. Only if I can't get satisfaction through good one 
on one human interaction am I likely to bring a lawsuit. I think this is the 
way for most people I know.

If we need some kind of tort reform to stop these drive-by ADA abuses, let's 
figure out how to do that in a way that doesn't put all of the 
responsibility for finding and notifying those who do not comply with the 
law that they are in violation.

So why is the NFB aginst  this bill.  After reading it it seams quite 
reasonable to have to provide written notice to the corporation or intaty 
that is not complying with the accessability law.  This give them the time 
to address the problem.  If they do not address the problem the bill still 
states that a law suit can happen.  Giving the format and requirement of 
notifying the violator seams like a good thing to solve problems out of 
court.

Please what am I missing.  thanks.

them to say no to H.R. 620.  All need to hear from disabled constituents , 
their families and friends. There are 3 Congressmen from Missouri who 
cosponsored this bill and they especially need to hear from voters.

Greetings fellow Federationists:



Many of you are already aware that H.R. 620, the “ADA Education and Reform
Act of 2017,” is moving towards a vote in the House of Representatives next
week. This vote is likely to happen on Wednesday, February 14 or Thursday,
February 15.



In light of these developments, the National Federation of the Blind is
mobilizing to reiterate our strong opposition to this bill leading up to the
vote next week. We are encouraging all of our members to call, email, and
contact their representatives via social media over the next few days.



The contact information, including office phone numbers, email addresses,
and social media handles can be found on the website of each member of
Congress. You can also call the Capitol Hill Switchboard at (202) 224-3121
to be connected directly to the Washington, DC office of your member of
Congress.



These next few days are critical for us if we hope to stop the momentum of
this bill. We laid the foundation of this work at our Washington Seminar and
this next phase represents the crucial follow-up effort that may very well
help stop this bill and make sure that civil rights for the blind are not
set back by thirty years.



We suggest the following schedule of advocacy:



Monday, February 12: Phone calls to your representative

Tuesday, February 13: Social media blasts (tweets, and Facebook posts, etc.)
at your representative

Wednesday, February 14: Phone calls, emails, and social media blasts

Thursday, February 15 (the likely day of the vote): More calls, emails, and
social media blasts



Please note that these are just suggested approaches and timelines. The
important thing is that we, the National Federation of the Blind, make our
voices heard loudly and often over the next few days.



Please see below for a sample email that can be used when emailing your
members of Congress. Remember, these messages do not need to be long or
detailed. In fact, short and to the point is often the best way to go.



Dear Representative [Last Name]:



My name is [blank] and I am one of your constituents. I live in [city],
[state]. I am writing to you today to urge you to vote no on H.R. 620, the
“ADA Education and Reform Act of 2017.” This bill will diminish the rights
of blind people by eroding the foundation of the Americans with Disabilities
Act.

[Your name]

[Street address]

[Phone number]



For any calls you make to your representative’s office, a similar script can
be used.



Once again, thank you for all that you do to advance the legislative
priorities of the blind.
