What I find interesting is how much of the payment is underpayment and how
much is interest. Waiting and fighting appears to have cost the state
significantly if I read the letter correctly.

The amount you receive is based on how many years during that time period
you were receiving blind pension. They had a chart showing how much you
were underpaid for each year. It you notice after 2006 the underpayment
drops substantially so your payment will be much less if you started
receiving blind pension after 2006.
