I disagree with special treatment for special people.  The blind with the 
new law can apply for the opertunity in the same way as anyone else.   Is 
this not what we are working for, to be treated like everyone else.

About 30 years ago the blind through legislation were given a priority and
highway rest areas. So the law currently is that wine we will have that
right and the legislation that I would take that away. So it seems to me
that the respect of blind people‘s been taken away if any new legislation
that precludes blind people from having rest area vending.
