Summary:  This is a high level position within the Secretary of State's Office with responsibility to provide library services for Missouri's citizens who have visual or physical disabilities. The director is responsible for long-range planning and managing the state's regional Talking Book and Braille library.  Program operation is under guidelines and requirements of the National Library Service for the Blind and Physically Handicapped, Library of Congress.  The director works extensively with local and national organizations serving people who have disabilities and Missouri residents who use the service.  This position requires contact with all levels of staff, public, and partner agencies of the division.

Job Functions and/or General Responsibilities:

  *   Participates in meeting the goals and objectives of the Secretary of State's Office and the State Library both in sharing initiatives and in response to requests by the Secretary and the State Librarian.
  *   Manages and directs the Wolfner Talking Book and Braille Library, including services, personnel, fiscal operations, on-line systems, machine lending and collections.
  *   Serves as Missouri's regional librarian to the National Library Service (NLS) and ensures adherence to NLS guidelines and requirements through interactions with NLS staff.
  *   Evaluates services and performs long-range and strategic planning for improvement of services to ensure library users' needs are met and service is the best quality possible.
  *   Creates awareness and understanding about Wolfner Library and its services to potential clients, libraries, agencies and organizations, and the general public.
  *   Maintains good relations with library clients, resolving problems and ensuring clients receive prompt and courteous attention.
  *   Maintains continuous contacts with consumer groups and referral agencies.
  *   Represents Wolfner Library at meetings, conferences, and conventions.
  *   Coordinates the work of the Wolfner Advisory Council and maintains good relationships with groups supporting the library.
  *   Recommends policy to the State Librarian and the Secretary of State.  Coordinates Wolfner services and programs with those of the Secretary of State.

Knowledge, Skills and Abilities:

  *   Ability to communicate clearly and effectively with officials, library users, librarians, representatives of organizations and agencies related to persons with disabilities, staff, and the general public. Ability to speak eloquently and articulately in public settings.
  *   Skill in writing material suitable for professional publication.
  *   Ability to establish and maintain effective working relationships, coordinate work within an agency.
  *   Ability to conduct meetings effectively and lead the staff team to common goals.
  *   Skill in evaluation of services and programs, formulation of long-range and strategic plans, and provision of excellent customer service.
  *   Demonstrated abilities and skills in management, including supervision of a diverse staff, establishment of work methods and procedures, budgeting and fiscal control, meeting program requirements of the National Library Service.
  *   Knowledge of the principles, practices, and methods of library science; the administration of libraries, and the development of library collections.
  *   Knowledge of online services, library automation, electronic information resources and assistive technology.

Qualifications:
A Masters in Library Science from an American Library Association accredited institution is required.  Five years experience in providing customer service through a library or organization or agency serving a specialized clientele or the general public is required, with two years of experience at the director or senior management level.
